The Future of the BID Community Website

The BID Community (BIDC) website runs on Drupal.  I managed to keep Drupal updated until Drupal 7 introduced breaking changes, and Drupal 8 did more of the same.  With close to 1700 documents that would need to be migrated, it was easier to put off the task. especially since the Drupal community was still delivering security fixes for out of support Drupal versions.  Unfortunately, Drupal 6 has specific system requirements which tied me to a Linux version that has also gone out of support.  

Based on my spammer/hacker filters, legitimate BIDC website traffic has dropped dramatically over the years - investing in migration does not appear to be an effective use of resources.  One option is to create a static version of the site.  I need to your input on what is worth saving and also on what a re-designed BIDC website might look like.
